Step 1
Make New by press "Ctrl+N"
Step 2
Make sure, You have made new layer and have named the layer as Ball
Step 3
Click right your mouse on the icon and please select "Elliptical Marquee Tool"

Step 4
Color red inside the cycle by "Paint Bucket Tool"
Step 5
Make Blending by Blending Option. Click right on "Layer Ball" - click "Blending Option"
Step 6
Make sure you have made a new layer again "Layer 1"
